The policy will ban students of government schools from using their phones throughout the day, including recess and lunch breaks, with the aim of preventing distraction and social harm through their misuse.

Primary students will not be allowed to bring devices to school or will have to leave them in the front office, while high school students will have to keep them turned off during school hours.

NT education minister Eva Lawler said teachers and families constantly told her they felt “powerless” when managing the impacts mobile phones were having on children and young people.

“This in turn leads to greater engagement with learning, a reduction in cyber-bullying and increased social skills,” Lawler said.

“This new policy is about creating the best learning environment for all students, and supporting young people to genuinely focus and engage in their learning.”

A 2021 study by the e-safety commissioner found 44 per cent of young Australians reported having a negative online experience in the last six months, including 15 per cent who had received threats or abuse online.

The policy is based on similar policies enacted across Australia, where principals have reported an immediate reduction in distraction and greater social interaction in breaks.

The policy will be in place from the first day of Term One in 2023.
