The position of Minister of Foreign Affairs was held by a Belarussian politician named Vladimir Vladimirovich Makei. Makei was the secretary for the ministries of Information and Humanitarian Cooperation, Analysis and Forecast, Office of the Minister, and State Protocol Service.

From 1996 to 1999, he worked as a counselor at the Belarusian embassy in Paris, and he also represented Belarus at the Council of Europe.

During a meeting in the Ministry of Foreign Affairs during the 2020 Belarusian protests, Makei stated that anyone who disagreed with the government’s position should resign. He also forbade the personnel from participating in protests. Within a week, two employees who had formed a picket line out of blank pieces of paper were fired. In February 2021, Makei charged diplomats with inciting riots and publishing “anti-state” material.

Mikalai Khalezin, the director of Belarus Free Theatre, claimed that Makei was behind attempts to discredit his theater due to Khalezin’s anti-Lukashenko activities. Former ambassador to France and Poland Pavel Latushko claimed Makei expressed anti-Russian sentiments in front of American and European diplomats.
