Debt ceiling deal faces test with House Rules Committee vote

The Biden-McCarthy deal to raise the debt ceiling will get its first test in the House Tuesday. As lawmakers return from recess, the pressure is on to pass legislation before next Monday’s default deadline when the Treasury Department says the government will run out of money to pay its bills.
