A Kansas city council employee has been sent on administrative leave after his colleagues received a video of him masturbating. 

The lewd footage of Doug Gerber, the Shawnee City Council manager, was sent anonymously to council workers in an email with the subject line: ‘MOST IMPORTANT’. 

Gerber did not personally send the video to his co-workers and his city computer system was not used to distribute the broadcast. 

It is understood the video was shared by a third-party sender from a private Gmail address. 

One of the council’s IT employees advised staff the sender had been blocked and that this was ‘just a disturbed individual trying to cause issues with the city’. 

Gerber declined to comment on the incident and said: ‘I think it’s not in the city’s best interest right now to comment.’

The video appears to have been shot by Gerber alone on a couch. 

It is not known when or where the video was taken, or who the video was intended for. 

The anonymous sender also emailed The Kansas City Star: ‘We don’t hesitate to expose people involved in these dubious and un-Catholic practices.’

While the video reached inboxes over a month ago, none of the city staff told council members of its existence. 

Council members Eric Jenkins and Angela Stiens said they did not receive the email. 

Jenkins claimed that he had not heard anything about the video till a reporter reached out to him for a comment while Stiens said she has never seen the video.  

‘That was the first I heard of it. That wasn’t good. Nobody felt like they should step up and tell the governing body,’ he said.

‘I find it incredulous that nobody told the City Council. We’ve got an HR director, two assistant city managers, department heads, the city manager. I mean nobody would bother to tell the elected representatives this is percolating down here at City Hall?

‘Ethically, it was certainly the responsibility of the city manager to advise us that this email did exist at City Hall and with the staff. He really needed to tell us.’

Stiens said: ‘I’ve never seen it. I don’t know anything about it. From my understanding, [most city employees] didn’t even know about it, as well. They found out about it the same way we did — through the Kansas City Star.’

Reportedly, council members and the mayor of the city only came to know of the existence of the video after The Kansas City Star filed a Kansas Open Records Act request of all the emails related to the incident. 

After council members learned of its existence, an emergency meeting was held where it was decided to send Gerber on administrative leave. 

The council is now looking for an interim city manager and three city council candidates issued a joint statement calling for an investigation into Gerber’s actions.
