Daughter of murdered mom slams judge for allowing killer to walk free

A grieving daughter has torn into New York City’s soft justice on criminals after her mom was allegedly gunned down by a man out on bail despite having a vendetta against her.

Natalie Questa, 32, said it was ‘a slap in the face’ Lenue Moore was able to allegedly shoot Jaqueline Billini, 57, family friend LeVaugh Harvin, 42, and her pit bull Zeus while they were on a dog walk.

Moore was accused in April of breaking into Billini’s home in Washington Heights, Manhattan, where he broke her arm and hit Questa’s boyfriend in the head with a hammer amid an argument between the neighbors over Billini’s dog barking.

Shocking footage of the attack was widely shared online and showed the hammer-wielding brute forcing his way into the apartment during the vicious attack.

The 31-year-old was arrested but let out on a low bail sum, before five months later in September being accused of gunning down the victims.

Questa told The New York Post her mother had a ‘heart of gold’ and said the Judge Melissa Lewis’ decision to set low bail has ‘devastated us’.

She continued: ‘It felt like that was a f***ing slap in the face.’ Questa revealed her mother was even employed by the courts as an analyst in state court in the Bronx.

She went on: ‘My mom believed in the justice system. But it’s like, what ended up happening to us?

‘We did everything the correct way. We didn’t retaliate, we didn’t do anything. We let the court system do its job and look what ended up happening to my mother.’

She added: ‘I felt like [the judge and DA’s office] didn’t ever take us seriously. I cannot ever get my mother back.

‘I can’t go f***ing home and see my mother. They can go home and rest peacefully, but I can’t do that. I will never have my mom.’

Billini and Harvin were walking past Highbridge Park along Edgecombe Avenue when Moore allegedly opened fire at around 6.30pm on September 29.

They were pronounced dead at the scene. Billini’s beloved pit bull, Zeus, was also fatally shot.

Detectives swiftly linked the double killing to Moore, Billini’s next-door neighbor. He was arrested last April after he kicked in her door and tried to hit her with a hammer.

In the attack Billini’s relatives tried to shove the door shut while the neighbor kicked at it and swung a hammer through the gap when it grew large enough.

As Moore threw his full weight against the door, it slammed into Billini’s arm so hard that it broke, court documents show.

‘He had mental issues, from what the DA said,’ her nephew, Luis Billini, told the New York Daily News.

Moore was reportedly enraged by the barking coming from the three dogs in Billini’s apartment.

Following the attack, he was arrested – but released on $5,000 bail after he was arraigned in Manhattan Criminal Court.

He was later indicted on a slew of charges including burglary and assault with a weapon with intent to injure.

A judge authorized orders of protection for Billini and her family, forcing Moore to move out of the apartment complex and in with a friend a few blocks away.

Months later, Billini still felt threatened. Luis said during one recent walk with Zeus, someone drove up to Billini and told her ‘You’re going to die.’

As it was nighttime, she was unable to identify the intimidator.

Janet Santana, a friend of Bellini, said Harvin had been coming with her on walks for the past two or three weeks, acting as a sort of bodyguard. ‘He was like family to her,’ she said.

Billini was an analyst for the state court system in the Bronx. Her nephew says she was close to retirement after nearly three decades.

‘It’s impossible for someone who served our country for 25 years to be done like this,’ Luis said.

‘A woman who was about to retire shouldn’t have to live that way, just constantly watching over her shoulder. It’s ridiculous.’

Friends said Billini was with Harvin on the night of their murders because she was terrified of Moore.

Joseph Cuthbert told ABC 7 that Moore stabbed Zeus – the dog he ultimately shot and killed – last winter.

‘When I came, the dog is lying on the floor. I had to wrap the dog in a sheet and lift up the dog,’ Cuthbert said.

Months later, Moore attacked Billini with the hammer.

Billini’s daughters Nathalie and Iliana wrote a touching memorial on a GoFundMe page seeking donations for burial costs. 

They described her as someone with ‘a heart of gold’ who ‘touched the lives of everyone she encountered.

‘Jackie was always there for her friends and family, offering unwavering support and love,’ they wrote.

‘Her sudden departure has left a void in our family and community that can never be filled.’

Al Baker, the spokesman for the state Office of Court Administration supported the judge’s decision for low bail after Moore was charged with assault and burglary.

He noted bail is required only to ensure a defendant returns to court for future proceedings, which Moore did.

‘The criminal court judge followed the law in determining the defendant’s release status,’ Baker said in a statement.

‘The criminal court judges in this case weighed everything before them to set bail and to make the best decisions possible in the interest of justice.’

Moore is set to be arraigned in Manhattan Supreme Court on Tuesday.
