Police: Woman wanted for posing as Neptune Beach city employee, scamming person out of $7,800

The Neptune Beach Police Department says the woman used a “fictitious email address” and a “fictitious building permit invoice” to scam the person of thousands.

NEPTUNE BEACH, Fla. — The Neptune Beach Police Department (NBPD) is asking the public for help in knowing the whereabouts of a woman accused of “posing as a city of Neptune Beach employee” and scamming a person out of $7,800, the agency announced in a Facebook post Wednesday.

NBPD said in the post that on Aug. 19, 2024, 26-year-old Deborah Elizabeth Ramsay used a “fictitious email address” posing as a city employee and a “fictitious building permit invoice” to scam the victim of thousands.

“After a thorough investigation by the Neptune Beach Police Department’s Criminal Investigations Division, a felony warrant was issued with full extradition for organized fraud under F.S.S. 817.034(4)(B)1,” the post states.

The police department says Ramsay’s exact whereabouts are “unknown,” as she is a Jamaican national who frequently travels.
