Sullivan Co. man convicted of voluntary manslaughter in 2018 death

SULLIVAN COUNTY, Tenn. (WJHL) — A Sullivan County man previously charged with second-degree murder in the death of another man in 2018 has been convicted of a lesser charge.

James Fagans was convicted by a jury last week on the charges of voluntary manslaughter, aggravated robbery and aggravated assault.

Fagans’ second-degree murder charge was dismissed, according to the Sullivan County Clerk’s Office.

A sentencing hearing for Fagans has been scheduled for March 4.

His charges stem from an investigation by the Tennessee Bureau of Investigation (TBI) and Sullivan County Sheriff’s Office in 2018. TBI agents and investigators were looking into the death of Herman Rumbley, who was found dead inside his Bluff City home.

Fagans was identified as a suspect and charged with the now-dismissed second-degree murder charge.
