() President Donald Trump is expected to sign an executive order Monday memorializing his plan to impose 25% tariffs on all steel and aluminum imports, including from Canada and Mexico.

Trump said that the steel and aluminum tariffs would impact “everybody” when asked what countries would be affected.

“Any steel coming into the United States is going to have a 25% tariff— aluminum too,” Trump told reporters. “25% … for both.”

Trump also reaffirmed that he would announce “reciprocal tariffs” later this week, which would mean the U.S. would impose import duties on products in cases in which another country has levied duties on U.S. goods.

“Very simply, if they charge us, we charge them,” he said, adding that the tariffs would go into effect “almost immediately” and impact “every country.”

Trump has talked about tariffs since coming into office and has used them in an attempt to force concessions on issues such as immigration as well as as a source of revenue to help close the government’s budget deficit.

Trump imposed 10% tariffs on China on Feb. 1, following through on a longstanding pledge to target Chinese goods. He delayed the 25% tariffs on Canada and Mexico for a month after speaking with both nation’s leaders last week.
