Bulloch County announces new interim County Manager

STATESBORO, Ga. () — Public Safety Director Randy Tillman will serve as the interim county manager, The Bulloch County Board of Commissioners announced on Tuesday.

The Georgia Virtue reported on April 1 that Tillman would take the position, which comes as the county begins the search for a permanent manager. 

Tillman begins serving as interim manager following the departure of long-time county manager Tom Couch in November. He succeeds Assistant County Manager Cindy Steinmann, who served in the interim position from December through April 9.

Tillman has been the Director of Public Safety for Bulloch County since former Director Ted Wynn’s retirement in January 2024.

Tillman oversees the leaders of the Bulloch County Fire Department, Correctional Institution, Adult Probation, Animal Services, E911, Emergency Medical Service, and Emergency Management Agency.

Before his appointment to the Public Safety Director, he served as Warden of the Bulloch County Correctional Facility from Aug. 2018 to Feb. 2024. He previously served as the Warden at the U.S. Marshals facility in Lovejoy, Ga. after retiring from the Georgia Department of Corrections as Prison Division Director in 2014. He is a graduate of Thomas University in Thomasville, Ga.
