Only person arrested after Jacksonville store owner was run over by shoplifters is no-show for court

Tashina Dobbins, 40, and others are being sought as Ilson Kim’s family remains “devastated.”

Family and friends described Ilson Miriam Kim as hardworking, an entrepreneur, an anchor and a matriarch with grace and grit.

At 64, “Her life was tragically cut short when she confronted shoplifters who had stolen from her store, a business that she worked hard to open and ensure was successful,” the family said in a statement issued after her Dec. 6 death. “… We don’t know exactly why she decided to confront the shoplifters, but the store had experienced thefts in the recent past. Someone even had the audacity to steal from the store the day after her death.”

Only one of those involved on Dec. 6 when Kim was run over by the getaway car was arrested. Tashina Renee Dobbins, 40, was charged with felony petty theft on Dec. 21. Monday she was supposed to be sentenced after pleading guilty on Feb. 26, but she was instead a no-show and is now being sought again on a failure to appear charge.

Dobbins’ arrest report states a man and woman arrived at the Beauty Max store on Atlantic Boulevard in the same vehicle parked in a handicapped spot and were walking around inside for 20 minutes. The man is seen on security video running out with $289 worth of merchandise, and the woman casually walks out after Kim runs after him. The 64-year-old was struck by the vehicle backing out of the parking spot as the driver takes off without Dobbins.

Security video shows her holding up her arms as if to say, “Where are you going?” according to the report. “The female suspect does not provide aid to the victim as she walks past her in the roadway.” She is later seen on a nearby Walmart’s video being picked up by the suspect vehicle in the rear of the parking lot.


That led to her being identified and tracked down. “Although the female suspect did not physically remove merchandise from the store without paying for it, she did in fact work in concert with others to commit the theft,” her arrest report states.

Sheriff’s Office Sgt. Steve Rudlaff said during the initial briefing to the media that there were three assailants, including one who was waiting in the getaway car. But neither the report nor the sergeant that night had any descriptions of them. Rudlaff did describe the vehicle as a dark-gray SUV.

Unlike several high-profile cases, the Sheriff’s Office never publicized any video images referenced in the investigation.

After Dobbins’s guilty plea, Judge Mark Borello granted her a bond reduction and she was released from jail the same day on her own recognizance until her scheduled sentencing date.

Her attorney Peter Venuti cited several reasons in a motion to reduce her $60,000 bond. They included that she was only charged with a third-degree non-violent felony, she has family ties in Jacksonville and has lived here 15 months and she was getting ready to start employment as a dietary manager at Lakeside Rehabilitation Center.

Venuti’s motion does not mention anything about remorse or cooperation with arresting the man she was with or whoever ran over Kim. Venuti did not respond to messages Tuesday, Wednesday or Thursday from the Times-Union. The State Attorney’s Office also didn’t address whether Dobbins had cooperated in the investigation, citing it’s an active case.

Dobbins’ plea agreement calls for no more than a five-year sentence, but her failure to appear in court can affect the judge’s decision if she is taken back into custody.

The store owner’s family responds

Kim’s family didn’t want to go on record with some issues due to concerns it might affect the case, but released the following statement Thursday:

“We remain devastated by the tragic loss of Ilson Kim. We have trusted that justice would be served and were hopeful that the arrest of Tashina Dobbins would lead to the identification and arrests of the others involved in Ilson’s senseless death.

“We are deeply disappointed to learn that the only suspect identified and arrested to date has failed to appear at a hearing and cannot be located. If you have any information related to the crime, suspect(s) identity or location, please come forward and help bring the individuals involved to justice so that our family can heal.

“We are in contact with the Duval County Sheriff’s Office and State’s Attorney’s Office and trust that they will continue their efforts to locate the suspect(s). We have faith that all of the responsible parties will be apprehended and be held accountable for their crimes which resulted in the death of Ilson.

“Thank you to those who have supported us during this difficult time — your kind words and shared memories of Ilson have meant so much to us. At this time we continue to request our privacy be respected as we grieve and seek justice for our beloved Ilson.”

Ilson Kim was family’s ‘anchor’


In the family’s previous statement, they encouraged people to think about their actions and the potential harm they do.

“This crime had very real consequences,” the statement said. “… Ilson’s shoes can’t be filled. The family is in shock over her senseless and tragic loss. We lost our family’s peacekeeper and anchor.”

Kim left Korea in 1986 and immigrated to the United States hoping for better opportunities, the family said. She did that and more.

“Everything she accomplished in her life was through sheer grit and determination,” the statement continued.

A GoFundMe further stated, “She taught her daughters the power of hard work, persistence, empathy and love; she exemplified these qualities with the grace and love she showed to others in her community on a daily basis.”

The family urged anyone who has information about the crime to speak with law enforcement or Crime Stoppers, which has offered a $3,000 reward for any tips that lead to arrests.
