A Long Island village code enforcement officer was arrested Wednesday after investigators determined that he illegally pulled a woman over and conducted field sobriety tests before telling her he would drive her home instead of arresting her.

Patchogue code enforcement officers aren’t allowed to conduct traffic stops or DWI tests, but William Dymond nevertheless handcuffed the woman and drove her home, the Patchogue Patch reported.

The incident took place on December 29, 2024, but village officials didn’t learn about it until a business contacted them on March 15 with video of the 5:20 a.m. traffic stop. Authorities contacted Suffolk County Police, who arrested Dymond last week.

“He pulled over and followed somebody outside the village, and it was caught on a camera,” Patchogue Mayor Paul Pontieri said.

The video showed Dymond had the woman took straight ahead and touch her nose and walk in a straight line, Pontieri said.
Afterward, Dymond handcuffed her, put her in his code enforcement vehicle, and drove her home.

The commanding officer of the village’s Public Safety Department has been, “in his direction to all of the public safety people, very clear in what the priorities what the parameters of their job are and what they can do and what they can’t do, and Mr. Dymond didn’t follow it,” Pointieri said.

Dymond, 33, was charged with falsifying business records, offering a false instrument for filing, unlawful imprisonment, and official misconduct. He was also fired from his position last month, according to GreaterLongIsland.com.

Police also ask that anyone who may have had a similar encounter with Dymond to contact them at 631.854,8541.
