Staff report

GAINESVILLE, Fla. – Koen Michael Davis, 19, of West Palm Beach, has been charged with stalking a UF student.

At about 1:00 a.m. on April 20, a University of Florida Police Department officer responded to a call from the victim, who said she was at St. Augustine Catholic Church (1738 W. University Avenue) but was reporting incidents that had occurred on campus. She said Davis had been stalking her, and she had just seen him in the Midtown bar area in the 1700 block of W. University Avenue; she said he had also been outside her dorm on campus earlier in the day.

The victim said she had been in an on-and-off relationship with Davis, but they broke up about six or seven weeks ago. She said she saw him sitting on a bench outside her dorm on April 19 from about 4:00 to 5:30 p.m., staring up at her dorm window and holding flowers. She said that during that time, she received 26 phone calls from the same phone number. The victim told the officer that she has had to block several phone numbers used by Davis and that he had created so many phone numbers that he had been banned from a service called “Text Me Now”; the officer noted that he believed this either referred to “TextNow” or “TextMe.”

The victim reportedly showed the officer dozens of blocked contacts, although she could not say for sure which ones were used by Davis.

When asked whether Davis knew he was blocked, the victim reportedly showed the officer a lengthy email from Davis on March 28 that included the statement, “I understand you’ve blocked me on all platforms.”

The victim reportedly said she had been afraid of Davis and was “waiting for this to happen.” She said Davis lives in West Palm Beach, is not a UF student, and has no legitimate reason for being on campus.

The officer escorted the victim to her dorm room so she could gather some belongings and spend the night elsewhere, and he reported finding a bouquet of flowers, an Easter basket with candy, five handwritten letters on paper, and 37 handwritten notes on index cards outside her door. The officer noted that the letters showed Davis’s obsession with the victim, but none of them had any threats of violence. One note reportedly said, “Hope you’re okay with eyes being on you 24/7.”

Davis has been charged with stalking. He has no criminal history, and Judge Kristine Van Vorst ordered him released on his own recognizance, but he is prohibited from having contact with the victim or entering campus, and he is not permitted to use the TextNow or TextMe apps.

Articles about arrests are based on reports from law enforcement agencies. The charges listed are taken from the arrest report and/or court records and are only accusations. All suspects are innocent until proven guilty in a court of law.
