Wisconsin man accused of chaining up girl in basement, leaving her to drink puddle water

MILWAUKEE (WFRV) – A Wisconsin man is facing several charges after authorities say he sexually assaulted a young girl and chained her up in his basement, leaving her to drink water off the floor.

According to a criminal complaint obtained by affiliate WFRV, 64-year-old David Boyd is facing five charges in Milwaukee County in connection with the investigation.

On January 7, CPS received a report claiming an underage girl was sexually assaulted by her grand-godmother’s boyfriend, later identified as Boyd. The alleged assaults happened a few years ago when the victim was between eight and nine years old, the complaint said.

The victim provided details to authorities of the alleged assaults. The complaint says a nurse practitioner found multiple scars on the victim, which the victim said were caused by Boyd using a knife on her.

Towards the end of February, the victim again spoke with authorities. She claimed that Boyd chained her arms to a pole in a basement. In the complaint, she also mentioned Boyd denied her food and was “chained up” long enough that she missed several days of school.

The complaint said she told authorities she drank water on the floor while she was chained up.

On April 16, authorities executed a search warrant at a residence where they found items that were consistent with descriptions the victim provided. There were chains found in the basement, the complaint said. Investigators captured the photos, seen below.

Authorities said they made numerous attempts to speak with Boyd, seen above in a photo from the Milwaukee County Jail. Eventually, he reportedly agreed to come to the Brown Deer Police Department to talk.

Boyd is charged with five felonies: physical abuse of a child, use of a dangerous weapon, trafficking of a child, false imprisonment, and two counts of repeated sexual assault of a child. Each felony carries a maximum prison sentence between six and 60 years.

Court records show Boyd was in Milwaukee County court on April 28 for his initial appearance. His cash bond was set at $100,000. He is scheduled to be back in court on May 7 for a preliminary hearing.
