Dawood Zakaria and solicitor Sylvan Singh were in a Toyota Hilux when they were shot at on Woodville Road in Granville about 5.10pm on Sunday.
Zakaria was rushed to hospital in a critical condition with head injuries.
Police said earlier this week he was not expected to survive.
Singh was shot multiple times and was taken to hospital in a stable condition.
Police said initial inquiries indicate that as the Toyota Hilux turned onto Woodville Road, several shots were fired from a Mercedes, hitting the driver and front seat passenger.
It is believed alleged Alameddine member Samimjan Azari, who was in the back seat with his bodyguard Levi Vitukawalu, was allegedly the target of the shooting.
Azari was arrested and charged with firearms offences just minutes after the attempt on his life.
A court previously heard that it had been the second attempt on his life.
In Brighton Le Sands three months ago, he escaped another attempted hit uninjured.
NSW Police and Counter Terrorism Minister Yasmin Catley said the operation will combine 150 police personnel.
“We will not tolerate these lawless thugs getting out there with their vendetta against each other and putting in danger members of our community,” Catley said.
