LOXAHATCHEE, Fla. (WFLA) — Florida Gov. Ron DeSantis is holding a news conference at a South Florida dog rescue, where he is expected to sign into law two pieces of legislation enacting tougher penalties in certain animal cruelty cases.

The bills, dubbed Trooper’s Law and Dexter’s Law, are named after two pups who faced abuse at the hands of their owners.

One dog was found tied to a fence along Interstate 75 shortly before Hurricane Milton struck Florida. He was named Trooper as a nod to the Florida Highway Patrol trooper who rescued him.

Trooper’s Law will make it a third-degree felony to abandon a pet ahead of a natural disaster. Violators face up to five years in prison and a $10,000 fine.

Trooper has since been adopted and is, by all accounts, living his best life. But Dexter wasn’t so lucky.

Dexter’s Law was named after a newly adopted pup who was found decapitated and wrapped in a plastic bag at Fort DeSoto Park in Pinellas County. It will enact stiffer penalties for heinous animal cruelty cases and create a database of known animal abusers with the Florida Department of Law Enforcement.
