Doug Bowen, Fullerton police chief advisory council member, fired after arrest following profane tirade caught on video

FULLERTON, Calif. — A man has been removed from a Southern California police chief’s advisory council after being arrested following a profane tirade aimed at a couple playing with their dogs alongside his property.

Doug Bowen was arrested on suspicion of making criminal threats after the alleged victim chose to pursue charges. The Orange County District Attorney’s Office is reviewing the case.

“I’m very worried, the way he was so comfortable behaving the way he did,” said the alleged victim, who requested to remain anonymous out of concern that Bowen might retaliate against him.

A portion of the tirade was recorded by the man’s fiancé; it’s since gone viral on TikTok.

“You never know what somebody is thinking, you’ll never know the extent he’ll go to when the cameras aren’t rolling.”

The alleged victim said he and his fiancé were on a stretch of grass on the property of Fullerton College, a community college, alongside the staff parking lot. They were playing fetch with two of their dogs.

“We have a long leash that we can play fetch with the dogs with, so we can still have them leashed up, and that looked like a good area for us to exercise the dogs for five to ten minutes.”

But after a couple of minutes, Bowen’s dogs, who were in the backyard behind a fence, started barking uncontrollably. That’s when Bowen came over to confront the alleged victims.

The video posted online shows Bowen threatening physical violence against the alleged victim unless he left the area. The alleged victim then called Fullerton police.

Bowen threatened to call Immigration and Customs Enforcement.

“It’s a serious threat, calling ICE, especially in these times,” said the alleged victim, who says he was born in Anaheim. “It was shocking that he had no problem doing that, and it was even more shocking to find out he was on the advisory board of the police chief.”

Fullerton police released a statement to our sister station, ABC7 Eyewitness News in Los Angeles, saying that Bowen had been removed from his role on the Fullerton police chief’s advisory council.

“The Fullerton Police Department remains committed to transparency, accountability, and maintaining the trust of the community we serve,” read the statement.

“The behavior involved in this incident clearly does not reflect the values and expectations Chief Radus has set for members of his Chief’s Advisory Council. As a result, Mr. Bowen has been removed from the Chief’s Advisory Council, effective immediately.”
