DELAND, Fla. – The Volusia County Council will decide next week whether to move forward with a proposal to allow horseback riding on select beaches, offering residents and visitors a unique coastal experience.

The potential locations include North Shore Park in Ormond-by-the-Sea, stretching about nine miles to the Flagler County line. This area is one of two in North Volusia County under consideration for horseback riding.

“If people don’t clean up after them, there would have to be fines!” said Barbara Raney, a local resident.

The idea has divided locals. Some worry about sharing the beach with horses, while others see potential benefits. Similar horseback riding areas exist in Florida, such as in nearby St. Johns County.

The second location being considered is a nine-mile stretch near the Neptune Beach approach in Ormond Beach.

“For me, being a person who comes to the beach every day and brings my grandkids here, I don’t think it’s a good idea,” said Don Hancock, another resident.

The proposal would restrict riding to non-driving beach areas and include seasonal limits to protect turtle nesting. Capacity would be limited, and riders would need to book 48 hours in advance.

“Horses stepping on or kicking a person could be pretty bad, but maybe they’ll block it off and make it into a horse lane,” said Shlomo Lindsay, a resident.

Horse owners would be responsible for providing health certificates for their animals and cleaning up after them, concerns many beachgoers raised.

“I see the concept that it would be fun to ride horses at the beach. I love horses, but it could also be a real mess,” Raney added.

The council will discuss the proposal at its meeting on Tuesday and will decide whether to move forward with the idea.
