Jacksonville Sheriff speaks more on William McNeil Jr. traffic stop

It comes following the release of a 16-page investigative memo that cleared Officer D.J. Bowers in the viral February stop of William McNeil Jr.

JACKSONVILLE, Fla. — The Jacksonville sheriff addressed questions Saturday about a controversial traffic stop that drew national attention.

Sheriff T.K. Waters spoke with media at a crime prevention walk in Arlington following the release of a 16-page investigative memo from the state attorney’s office that cleared Officer D.J. Bowers of wrongdoing in the February encounter with William McNeil Jr.

The report states Bowers saw McNeil commit traffic violations near a home under active drug surveillance. According to the report, McNeil refused to exit his vehicle and reached toward the center console, prompting Bowers to break the window, strike McNeil with a “distractionary blow” and pull him from the car.

Waters said his goal was to release the full video so the public could see the entire context.

“Context matters no matter what people think. No matter how many people act like it doesn’t, context matters,” Waters said.

He added police encounters like traffic stops are often more complex than what brief video clips show.

“What happens on a traffic stop is much more dynamic, much more nuanced than just when you see a maybe a five or 12-second clip from a video,” Waters said.

McNeil’s attorneys dispute the report, citing injuries including a broken tooth and concussion. They have called on the U.S. Department of Justice for a federal investigation.

The state attorney’s office said no criminal charges will be filed against Bowers. The sheriff’s office is conducting an ongoing administrative review.

“If they act up and do things that they should not do, we’re gonna go through the investigative process,” Waters said. “We’re gonna take care of the issue. If not, I’m not gonna be bullied into doing anything because someone wants me to. I’m gonna do it because it’s the right thing to do and that the law establishes how we move forward.”

At the event, Waters also thanked residents for attending and stressed the importance of connecting with neighborhoods across the county. He noted a few minor concerns, like loud music, but said many in the Arlington area are pleased with police services.
