Arrest

Special Assistant Attorney General Devon Hogan Flanagan and her friend Veronica Hannan were arrested on August 14, 2025 after refusing to leave The Clarke Cooke House in Newport, Rhode Island, according to the Newport Police Department.

Officers responded to the restaurant at 24 Bannister’s Wharf at approximately 9:51 p.m. Aug. 14 for patrons refusing to leave, police said in a statement. Upon arrival, officers of the Newport Police Department were met with demands to turn off their body cameras, with Flanagan asserting, “I want you to turn your body cam off. Protocol is that you turn it off if a citizen requests.”

“She’s a lawyer,” the other woman in the video said. Flanagan, wearing a pink dress, was identified as the state’s assistant attorney general, and a man beside her claimed to be her husband.

“I’m an AG,” Flanagan said as she was handcuffed. “Buddy, you’re going to regret this.”

An investigation was initiated by officers and subsequently the two individuals were arrested, according to the statement. Devon Hogan was charged with willful trespass and given a district court summons to appear in court, police said. Veronica Hannan was charged with willful trespass, disorderly conduct and resisting arrest and was brought to court for arraignment.

The attorney general’s office is reviewing the incident but has declined to comment, citing personnel matters. Newport police maintain their body camera policy, stating they are only required to turn off cameras if requested by a victim or witness, not suspects.
