Ex-IL youth center staffer charged for sexual relationship with inmate

Bryana Phelan has been charged for having a sexual relationship with an inmate at Phoenix Emerging Adult Career & Education Center in St. Charles.

ST. CHARLES, Ill. (WLS) — A former Illinois youth center employee has been charged with misconduct and is accused of having a sexual relationship with an inmate, officials said Wednesday.

Prosecutors said the incidents happened in November at the Phoenix Emerging Adult Career and Education Center in Saint Charles.

Bryana Phelan of Chicago has been charged with 15 counts of misconduct, officials said.

“Phelan socialized with an in-custody youth-a male over the age of 17-by having multiple phone conversations with him and driving him around in a facility vehicle for personal reasons outside the scope of Phelan’s duties,” a news release form the Kane County State’s Attorney’s Office read in part. “It is further alleged that Phelan had a sexual relationship with the same in-custody youth in that she made multiple phone calls of an offensive or sexual nature with the youth; attempted to engage in sexual acts during a phone call; and facilitated, encouraged, and watched the in-custody youth masturbate in front of her.”

Phelan was ordered to appear in court September 18.
