Emergency services were called to the corner of Charles Hackett Drive and Great Western Highway at St Marys at 10am after reports three people had been bitten.
A woman in her 70s was found with injuries to her ear, arm and neck.
A man in his 50s had face and arm injuries, while a man in his 30s was left with arm injuries.
All three were taken to Nepean Hospital in a stable condition.
Police were told the two dogs, a mastiff-staffy cross and a staffy-cattledog cross, belonged to one of the men.
A police officer who tried to secure the dogs was also attacked, and taken to hospital in a stable condition.
The dogs were secured by police at the scene before they were taken by Penrith City Council rangers.
“Staff transported the dogs to the Hawkesbury Animal Shelter, where they will remain while police investigations are ongoing,” a council spokesperson said.
