() New surveillance video obtained by shows chaos and panic at an Immigration and Customs Enforcement center in Dallas as a gunman shot three detainees on Sept. 24.

One detainee was killed and two others were critically injured after the shooter, identified by officials as 29-year-old Joshua Jahn, opened fire on detainees and agents outside the building.

Part of the surveillance video shows two vans parked outside the facility. People are seen ducking for cover as they run between the vans toward the building.

Footage from a second camera captured detainees’ panicked looks in the building as they ran inside for cover. A man is seen directing them toward the back of the building before officers clad in protective gear and carrying guns head back outside.

Jahn was found dead of self-inflicted gunshot wounds. In the days since the shooting, officials have said he was targeting ICE personnel and hit the detainees by mistake.

He has a criminal history and was previously arrested for possession of drug paraphernalia and dealing marijuana.

New operations planned by Border Patrol

The new video emerged as the Border Patrol said it was launching new operations to secure the border, with a goal of zero crossings and zero “gotaways,” a term for people who cross the border illegally but are not caught by agents.

Operations will increase situational awareness, identify and address gaps along the border, enhance intelligence collection efforts and target people who crossed illegally and are now in the interior of the U.S.

Other goals include more visibility of agents, having 80% of Border Patrol agents assigned to enforcement activities, discouraging people from attempting to enter the U.S. illegally and conducting interviews with detainees and using that information for targeted enforcement actions away from the border.
