According to a news release from the Johnson City Police Department (JCPD), the department’s special victims unit (SVU) arrested Devon Tolley, 19, on Saturday, Sept. 27.

The SVU began investigating Tolley after reportedly learning that he had “an intimate relationship with a minor at least four years younger than him,” the release states.
