Live updates: Merkley delivers marathon speech before shutdown vote; new Russia sanctions to come

On Wednesday, the Senate is poised to cast its 12th vote on a funding bill passed by the House designed to end the federal government shutdown.

However, before proceedings can continue, Sen. Jeff Merkley (D-Ore.) must conclude his floor speech, which began at 6:21 p.m. EDT on Tuesday.

The upcoming vote is anticipated to fail once more. In response, Republican leaders are contemplating alterations to the filibuster rules or devising an alternative strategy, as Democrats remain firm on issues regarding health care subsidies.

Meanwhile, Treasury Secretary Scott Bessent informed reporters on Wednesday that the Trump administration is set to announce “significant new sanctions on Russia,” expected to be disclosed either after markets close on Wednesday or early Thursday morning.

President Trump has a relatively light agenda on Tuesday, including a meeting with NATO Secretary-General Mark Rutte in the afternoon. Concurrently, his plan to demolish part of the White House’s East Wing to build a $200 million ballroom is attracting heightened attention.

Later in the day, the trio of New York City mayoral candidates — Democratic nominee Zohran Mamdani, third-party Andrew Cuomo and Republican nominee Curtis Sliwa — will take the stage in the second debate ahead of the November election.
