There was ambiguity surrounding whether the reference was to testing weapons systems or conducting actual nuclear test explosions—activities the U.S. has refrained from since 1992.
While both Russia and the United States adhere to an unofficial halt on nuclear warhead testing, they continue to hold military exercises with systems capable of deploying nuclear weapons.
“Achieving denuclearization would be a remarkable development,” he noted. “We’re currently in talks with Russia about this, and should we proceed, China would also be included.”
In the past 25 years, no nuclear power, aside from North Korea in 2017, has engaged in explosive nuclear testing.

No nuclear power — other than North Korea most recently in 2017 — has carried out explosive nuclear testing in over 25 years.
