Chicago PD Season 13 Confirms The Identity Of The Person Blackmailing Voight

Warning: Spoilers Ahead for “Chicago P.D.” Season 13, Episode 7 — “Impulse Control”

Sergeant Hank Voight, portrayed by Jason Beghe, is well-known for bending the rules on “Chicago P.D.” So, when an anonymous figure begins taunting him with painful reminders of his past, Voight’s instincts kick into overdrive. His relentless pursuit leads him to uncover that the mastermind behind this psychological warfare is none other than Internal Affairs District Commander Devlin, played by Joel Murray. Voight’s investigation reveals Devlin’s use of a burner phone, which was traced to the delivery of the incriminating photos.

The revelation that Devlin is behind the blackmail isn’t entirely unforeseen. Devlin has a history of conflict with Voight and his team, and the nature of the images suggests an insider’s access. In “Impulse Control,” Voight receives two distressing photographs: one depicts him as a child in a hospital bed, with the threatening message “Resign or this goes public,” and the other features his father with the caption “Your father, the abuser.” Such intimate details hint strongly at an adversary deeply embedded within the system.

Voight’s rebellious nature has been a hallmark of “Chicago P.D.” since its inception. This defiant streak likely contributed to his fraught relationship with Devlin since their first encounter early in Season 13. At that time, Voight and his team were grappling with the disbanding of their unit, a move orchestrated by CPD Chief Charlie Reid, played by Shawn Hatosy. Voight’s obsessive campaign to unearth Reid’s corruption may have crossed lines, but it was ultimately vindicated when Reid was murdered. With Reid gone, Devlin remained the last obstacle in Voight’s path to reinstatement, steadfastly refusing to relent.

Since the first episode of “Chicago P.D.,” Hank Voight has been a rebel, which is probably why his first encounter with Internal Affairs District Commander Devlin went so poorly at the beginning of Season 13. Back then, Hank and the team were coping with being disbanded, the direct effort of CPD Chief Charlie Reid (Shawn Hatosy). Hank works overtime to expose Reid’s evils, perhaps going a bit too far in his obsession, but then Reid is murdered. Devlin stands as the last blockade between Hank and the team getting their jobs back, and he refuses to cave.

Hank and his team remain apart as a result of Devlin refusing to play ball, working patrol units. As with most things Hank, the easiest way to get the team back together proves to be playing a bit dirty. In one of the worst things Hank has ever done on “Chicago P.D.,” he blackmails Devlin with evidence of his own misdeeds. That results in the team being put back to work, but Devlin leaves Hank with a quiet warning: “You can’t outrun yourself forever, Hank.” We now know exactly what he had planned, but Devlin has once again underestimated Hank.
