Ken Jefferson, a Crime and Safety expert with First Coast News, provides his insights on the dramatic video capturing a traffic stop that escalated into a manhunt for Tomal Bowe.

ST. JOHNS COUNTY, Fla. — On Wednesday, the St. Johns County Sheriff’s Office unveiled new video footage from a traffic stop that spiraled into a lengthy manhunt nearly a week earlier.

The pursuit concluded with the apprehension of Tomal Bowe, a fugitive from the Bahamas, by sheriff’s deputies.

After reviewing the footage, First Coast News Crime and Safety Expert Ken Jefferson remarked that traffic stops are inherently unpredictable; the outcome is always uncertain.

Jefferson emphasized the futility of attempting to flee from law enforcement, reminding people of the inevitable consequences.

Around 3:45 p.m. on Dec. 4, St. Johns County deputies stopped a driver on I-95 near Mile Marker 331, but instead of obeying the officer’s orders, the driver pulled off.


The driver, later identified as Bowe, led deputies on a chase, initially driving the wrong way on the highway. Deputies executed a pit maneuver in the area of International Golf Parkway, causing Bowe to crash into a guard rail. Then the driver got out of the car, jumped the guardrail and ran across the interstate. 


The chaos escalated and deputies said he ended up stealing a van from a nearby business complex, continuing his escape attempt. He later lost that vehicle after stop sticks were deployed on U.S. 1, and fled into the woods along the highway.

That’s when the manhunt grew, with air and K-9 units coming to assist.

“This guy didn’t look like he was nervous or scared,” Jefferson said. “He looked like he had in his mind, ‘I’m gonna get out of here and I’m gonna get away,” 

The sheriff’s office said 33-year-old Tomal Bowe was wanted for aggravated robbery in the Bahamas. He was tracked through the woods with aerial infrared cameras and taken into custody with the help of a K9. By the time he was in handcuffs, Bowe was barely clothed and covered in scratches from the foliage.


Jefferson said people run for many reasons.

“Some of the reasons why people run from the police on traffic stops are either they have a suspended driver’s license, they have a warrant out for their arrest, or they don’t want to interact with the police,” said Jefferson.

He said coordinated communication is what ultimately ended this chase.

“You heard where the officer gave a description of the individual, gave his race, his approximate height, his approximate age, what he was wearing, and the direction of travel that he was going in,” said Jefferson, “You can run but you can’t hide with heat-seeking helicopters, your K9 unit, your ground units, you’re not gonna get away.”

“I want to commend Sheriff Hardwick and his officers for an outstanding job,” he said.

Bowe has been charged with fleeing and eluding law enforcement, resisting law enforcement, grand theft auto and possession of marijuana. he also has additional warrants out of Broward County for possession of meth and resisting law enforcement.
