In a tragic incident that has sparked both legal and political controversy, a Chinese national, who had entered the United States illegally, is facing serious allegations after a deadly crash in Tennessee. The accused, 54-year-old Yisong Huang, reportedly drove a tour bus into another vehicle on December 9, resulting in a multi-car collision that claimed the life of Kerry Smith and left two others injured.
According to police reports, at the time of the accident, Huang was allegedly distracted by a video on his phone. This oversight is seen as a critical factor in the crash’s occurrence and the resulting fatality.
The case has caught the attention of federal agencies, as it was revealed by the Department of Homeland Security (DHS) and the Department of Transportation (DOT) that Huang had crossed the United States’ southern border earlier in 2023. His entry and subsequent release into the country were facilitated under the Biden administration’s catch and release immigration policies.
Further complicating the situation, while in the U.S., Huang managed to acquire a work permit, a Social Security Number, and a Commercial Driver’s License (CDL) Class B, which permitted him to operate the tour bus involved in the crash. These developments have raised questions about the vetting processes for issuing such licenses to individuals with similar immigration statuses.

The fact that this individual failed a basic English test also calls into question how he even got the license in the first place. Following the crash, Huang failed an English proficiency test that is required to obtain a CDL. DHS Secretary Kristi Noem said that “far too many innocent Americans have been killed by illegal aliens driving semi-trucks and big rigs,” and that “sanctuary states around the country have been issuing illegal aliens commercial driver’s licenses.”
“The Trump Administration is ending the chaos,” Noem said. “The brave men and women of ICE are working nonstop to get criminal illegal aliens out of our communities and off our roads.”
