Federal Officer Charged With Killing Man in Chokehold During Bar Fight

A U.S. Bureau of Land Management officer faces charges of second-degree murder following a fatal altercation at a Wyoming bar last week that resulted in a man’s death.

The Lander Police Department has not disclosed the identities of either the officer charged with murder or the victim of the January 9 incident. However, Cowboy State Daily has reported that the officer involved is Richard “Deak” Dollard, and the victim is Evan Denevan. Two other individuals, identified as 54-year-old Justin Dollard and 21-year-old Jesse Dollard, have also been charged as accessories before the murder.

The altercation occurred at the Maverick Restaurant Lounge, according to documents obtained by WyoFile. These documents reveal that surveillance footage captured Jesse Dollard pointing at Denevan in a seemingly agitated state, moments before his family members initiated a physical confrontation.

In defense, Justin Dollard stated that Denevan had provoked the situation by shouting threats and removing his hat and glasses as if to fight. Justin further claimed that Denevan struck him first and that his brother, Richard, attempted to intervene by pulling Denevan back in an effort to calm the situation.

Justin Dollard claimed that Denevan yelled he would “kick your a**” and took off his hat and glasses to flight. He claimed Denevan hit him first and that at one point his brother “pulled Denevan back to deescalate the situation.”

Jesse Dollard told police that his father — Justin Dollard — “gets hot headed” and “went after it” and that Richad Dollard broke up the fight because he is “trained in deescalation.”

But the surveillance video showed around eight to 10 people fighting when Richard Dollard’s version of deescalation — putting Denevan in a “rear naked chokehold” began. Dollard held Denevan in the chokehold for about 30 second before letting him fall to the floor limp. Justin Dollard kicked him after he fell to the floor.

The person who called 911 reported that Denevan was not breathing and was “all purple.” Witnesses attempted to revive him until police arrived and took over, but none were able to resuscitate the victim.
