In the serene suburbs of California, a new and unsettling form of conflict is playing out, one that doesn’t involve traditional warfare but rather focuses on birth certificates.

An investigation has brought to light a complex, government-endorsed strategy by Beijing aimed at infiltrating the United States. This plan involves creating what experts refer to as a ‘Manchurian Generation’—American citizens, born with allegiance to the Chinese Communist Party.

In an exclusive excerpt from his latest book, The Invisible Coup, bestselling author Peter Schweizer unveils that China’s rivalry with the United States extends beyond economics. The nation is exploiting American citizenship laws as a tool to plant a demographic “time bomb” within the country.

The magnitude of this initiative is staggering.

Schweizer highlights that over the past fifteen years, a significant birth-tourism industry has emerged. It is estimated that between 750,000 and 1.5 million Chinese nationals have acquired US citizenship simply by being born on American soil.

The author reveals through his investigations that they come here by and large, get their birth certificates and then go back to China to be raised as ‘Chinese Nationals.’ 

When they turn 18-years-old, and are able to vote and receive adults rights, they can then come back to the United States and cast their ballots. 

These ‘Americans’ have never lived in the US and are being raised in China under the strict indoctrination of Chinese Communist Party-controlled schools.

However, when they reach adulthood, they will hold the legal right to enter the US, vote in elections and sponsor their high-ranking Communist parents for permanent residency.

‘We might call them the Manchurian Generation, but it’s a story stranger and more lethal than fiction,’ Schweizer writes.

Experts say China’s alarming goal is to not only influence elections, but to also have this ‘Manchurian Generation’ donate to political campaigns, get government jobs, and access and influence information at all levels of government. 

The author warns that this ‘tidal’ wave of foreign-indoctrinated citizens could hit American society as early as 2030.

This practice has reportedly become so prevalent that in the US territory of Saipan, more than 70 percent of newborns are now children of Chinese birth tourists.

But birth tourism is only half the story. Schweizer exposes an even more ‘insidious’ method of penetration: the use of American surrogate mothers to carry the children of senior CCP officials.

The investigation highlights the story of Guojun Xuan, a 65-year-old Chinese businessman and senior CCP official who has purchased more than $100 million in California real estate.

Xuan, who serves on several ‘United Front’ groups designed to advance communism in the U.S., was discovered to be running what looked like a ‘surrogacy command center’ from his $4.1 million mansion in Arcadia, California.

In May 2025, officials found 15 children living in the mansion, ranging from infants to 13-year-olds. In total, 21 children were connected to the CCP member, produced through a multi-state embryo pipeline.

‘He is in fact the tip of a very large iceberg,’ Schweizer notes, revealing that there are now 107 surrogacy companies in California alone owned by Chinese individuals.

The children produced in these ‘mills’ are often the offspring of the Chinese elite, including intelligence officers, military officials and government ministers.

Brent Sadler, a military diplomat in Asia who spent twenty-six years in the Navy, including a final assignment in the China brach at the Pentagon warns of the real consequences of such an operation.

‘I think first and foremost the US government must do a better job protecting our ethnic Chinese population who the CCP intentionally target. Second, serious consideration needs to be given to revise and implement a new Communist Control Act. This is broader than ethnicity,’ Sadler warns. 

Sadler’s call for legislative action refers to the Cold War-era law that effectively outlawed the Communist Party in the United States, stripping it of legal rights and labeling it a ‘clear and present danger.’ 

While the law eventually fell into disuse, Sadler suggests that a modern equivalent is necessary to block the CCP from exploiting American institutions.

This practice of securing ‘anchor’ status for the next generation of CCP leadership is not just a theory; it reaches the highest levels of Beijing’s power structure. 

Even China’s hardline former foreign minister, Qin Gang, reportedly had a child born this way in the U.S. 

Schweizer writes that Chinese clients like Gang often have specific racial demands for their choice of surrogates, requesting Caucasian, ‘blonde, blue-eyed American women to bear their children.’ 

The US State Department warned years ago that this practice creates a ‘potential long-term vulnerability for national security,’ allowing foreign nationals to bypass the scrutiny and standards of the traditional naturalization process.

By reportedly exploiting the 14th Amendment, Beijing is ensuring that its ‘new model of civilization’ has a massive and legal foothold inside the heart of the American republic.

The State Department did not respond to the Daily Mail’s request for comment on this story.
