Virginia’s Democrats have delivered on their promise, resulting in what is now being considered the most blatantly gerrymandered congressional map in the United States.
On Thursday, House Speaker Don Scott and Senate Finance Chair Louise Lucas, both Democrats, announced with enthusiasm that the state’s new map had been approved. This new map significantly alters the current political landscape by potentially eliminating most Republican-held seats, with boundaries seemingly tailored to benefit specific Democratic candidates. Legislators had spent the week deliberating in private over the details, with the main debate centering on whether three or four Republican seats would be affected.
The outcome reveals an aggressive strategy: the plan aims to reduce Republican-held seats to just one, while Democrats would gain a commanding 10 seats. This is a stark shift from the existing 6-to-5 Democrat-Republican division. Senator Lucas confidently stated, “Donald Trump knows the Midterms are a LOSS, and our lines are locked in,” while Speaker Scott added, “Donald Trump started it, Virginia is going to finish it.”
Senator Lucas has been an ardent supporter of the 10-to-1 map for some time, advocating for its implementation well ahead of the 2025 elections in Virginia. Lucas, who owns a cannabis business in Portsmouth, once faced felony charges linked to her involvement in the toppling of a Confederate statue during the Black Lives Matter protests in 2020. The incident left an individual injured, and Lucas was charged with “conspiracy to commit a felony and injury to a monument in excess of $1,000.” Ultimately, these charges were dismissed.

Louise Lucas has been an outspoken advocate for the 10-1 map for months now, and began pushing for the drastic gerrymander even before the 2025 elections in Virginia. It should be noted that Lucas, who runs a cannabis shop in Portsmouth, once faced felony charges for her role in vandalizing a Confederate statue during the Black Lives Matter riots during the summer of 2020; a person was injured after a mob toppled the statue, leading Lucas to being charged with “conspiracy to commit a felony and injury to a monument in excess of $1,000” for her role. The charges were later dropped.
