DECATUR, Ill. — The Illinois State Police have unveiled body camera footage from a critical encounter last month in Decatur that tragically resulted in a man’s death during a wellness check.
On February 23, the Decatur Police responded to a request to check on 39-year-old Ty J. Doolen. The police engaged in an extended dialogue with Doolen and a second individual, who was identified in the footage as Doolen’s mother.
Doolen’s mother expressed concerns about their safety, insisting that her son required hospital care. According to Illinois State Police, the officers concluded that Doolen was in need of both mental health and medical intervention.
The body camera recordings, captured by two officers, depict a scene where officers are seen talking to Doolen for nearly a minute, attempting to persuade him to place his hands on a nearby vehicle. As the situation progressed, one officer took hold of Doolen’s arms, urging him to “relax,” reassuring him of their intent to help, and clarifying that he was not being taken to jail.
