The Trump administration has canceled or put on hold as much as $177 billion in federal grants since President Donald Trump began his second term, according to a new tracker published Wednesday by a pro-democracy nonprofit and a network of researchers and scientists.
Every state and the District of Columbia have been affected by the funding disruptions, the States United Democracy Center and Grant Witness said. Health care, nutrition, environmental programs and disaster relief account for the largest portions of the affected funding.
The canceled, frozen or delayed awards include grants for maternal health efforts in Michigan, education research in Mississippi and support for minority farmers in Iowa, researchers said. California, Texas, New York, Illinois and North Carolina recorded the largest totals of interrupted grant funds. The public-facing database is known as Lost Funds.
“By bringing thousands of funding disruptions from the Trump administration together in a publicly accessible, verified database, Lost Funds puts the magnitude of their impact on full display,” Scott Delaney, Grant Witness co-founder, said in a statement.
The organizations said the estimated $177 billion represents nearly 10% of federal discretionary spending.
Organizers of the tracker argued that the disrupted grants go well beyond the routine funding shifts that often accompany a change in presidential administrations.
“Lost Funds shows the extraordinary scale and real human impact of these disruptions, and how states are once again on the front lines protecting their residents,” said Kelly Rader, research director at the States United Democracy Center.
In several instances, courts have sided against the administration over its efforts to cut grant funding.
The tool is available to the public and draws on USASpending.gov, the federal government’s open database of spending records, according to the groups’ methodology. Its creators said they plan to update Lost Funds regularly as the administration takes further action and related legal challenges advance through the courts.
States United describes itself as a nonpartisan organization focused on protecting the rule of law and ensuring free, fair and secure elections. The group was co-founded by attorney Norm Eisen, who has participated in several high-profile lawsuits against the Trump administration, including litigation involving the Kennedy Center.
Grant Witness is a group of scientists, researchers and attorneys who document how funding is changing under President Donald Trump’s administration.
