Police allege the group entered a home on Inkerman Street in Maidstone through an unlocked window at about 1am on August 15.
The group allegedly stole a Mitsubishi Triton ute and the keys to a Mazda 3 sedan.
They then allegedly entered a home on Pridham Street in Maribyrnong at 1.15am, entering through an unlocked door.
A Volkswagen Tiguan was taken from the home as well as the keys to a Mazda sedan, two watches and a wallet.
Police allege the group used the stolen credit cards to buy drinks and petrol at a service station on Ballarat Road in Deer Park.
The group then drove to a home on Pridham Street in Maribyrnong, where they entered through an unlocked window.
They allegedly stole a lockbox containing a set of keys, a bag with $2000 cash and a Honda ZRV.
The owner of one of the allegedly stolen cars tracked the car to Inkerman Street in Maidstone.
Victoria Police were called, and officers found the Volkswagen, Honda ZRV and an allegedly stolen Holden GTS.
Police allege the GTS was stolen from a Wyndham Vale home two days before.
An 18-year-old man from Maidstone was arrested in the passenger seat of the Honda.
He was charged with aggravated burglary, theft of motor vehicle, attempted theft of a motor vehicle, theft, drug possession and other driving offences.
He was remanded in custody.
An 18-year-old man from Western Australia allegedly fled from the scene on foot, running to Delacey Street, where he allegedly tried to steal another car.
He was arrested with the help of the owner of the car.
He has been charged with aggravated burglary, theft of motor vehicle, attempted theft of motor vehicle, theft, obtain property by deception and driving-related charges.
An 18-year-old man from Lara and a 19-year-old man from Wyndham Vale were also arrested inside an Inkerman Street home.
They were released pending further investigations.
