The 24-year-old man was previously arrested on May 25, after police were called to the Craigie establishment in relation to an incident involving a child allegedly being recorded in a cubicle.
He was charged in relation to that incident and an electronic device was seized for examination.
Now, police have charged the man with a further 18 offences that relate to the initial alleged victim and four other people.
The man has been charged with 14 counts of indecently recording a child under 13 years, and four counts of indecently dealing with the child under 13 years.
He was due to appear before Joondalup Magistrates Court on the new charges today.
The investigation is ongoing, and police urge anybody with information to contact Crime Stoppers.
