Three men have been charged after police allegedly averted a kidnapping plot in Western Sydney.

The men were all wearing balaclavas when they were allegedly spotted by police running from a car in North Parramatta last month.

A 30-year-old man was arrested at the scene, and a 34-year-old man was arrested nearby.

Police said the 34-year-old was allegedly trying to wipe down a car.

Searching the car, police found duct tape, zip-tie style flexi cuffs, a baseball bat, and some mobile phones.

Both were taken to Parramatta police station and charged with breaching bail. 

The 34-year-old was also charged with hindering the discovery of evidence.

Detectives later identified a man who they believed to be the intended target of a kidnapping plot.

Police spoke to the 36-year-old Carlingford man, and found a GPS tracker on his car.

A location for the alleged kidnapping attempt was named by police in Mays Hill, along with a location in Homebush that police say was going to be used to hold the victim during the kidnapping.

Police allege they found disposable gloves, duct tape, cable ties, and GPS tracker packaging at the Mays Hill location.

Police then searched a unit in Bankstown and arrested a 36-year-old man.

He allegedly attempted to resist arrest before attempting to throw two shotguns over the balcony.

He was injured during the arrest and taken to hospital.

He was later taken to Bankstown Police Station and charged with 19 offences including conspiracy to kidnap, installing a tracking device, and various weapons offences.

He was refused bail and appeared in Bankstown Local Court yesterday.

Police say the investigation is ongoing.
