She emphasized that a substantial investment is essential to seize what she termed “a once-in-a-generation chance” to tackle the pervasive issue of family, domestic, and sexual violence.

This strategy involves several key recommendations: implementing a two-hour “safety pause” between the issuance and fulfillment of orders, revising delivery windows to operate from 10 am to 10 pm, and prioritizing harm reduction as the central aim of the Liquor Act.

According to Malinauskas, the government has been “very intentional in formulating its response,” ensuring that funds will be directed towards transforming service delivery for victims rather than “creating additional layers of bureaucracy.”
