FBI Bringing Document To Capitol As GOP Plans Contempt Proceedings Against Director Wray

FBI Director Christopher Wray will allow House Oversight Committee Chairman James Comer (R-Ky.) and ranking member Jamie Raskin (D-Md.) to review a subpoenaed document at the Capitol that some Republicans say shows a criminal scheme involving then-Vice President Joe Biden—but the move will not stop Comer from continuing with proceedings to hold Wray in contempt of congress.

Comer first threatened to hold Wray in contempt of congress if the subpoenaed document was not turned over—but now, despite the FBI’s offer, Comer will still carry on with contempt proceedings.

Comer’s awareness of the document is sourced from an unnamed whistleblower who alleged Biden and a foreign national were involved in an exchange of money for favorable policy decisions—though it is unclear what the whistleblower’s background is and what evidence, if any, supports their claims.

The document subpoenaed by Comer is known as an FD-1023 form—a document used to describe conversations with confidential sources that can contain unverified information. The form is not within itself indicative of wrongdoing. The subpoena was first issued in early May, with Comer eventually seeking to have it returned by May 30. Comer announced earlier this week that he was “taking steps” to hold Wray in contempt of congress for not turning over the document within the deadline. If the Oversight Committee votes to recommend holding Wray in contempt, a vote by the House of Representatives would follow to recommend the Justice Department bring charges. However, Wray would only be served with criminal charges if the DOJ would choose to bring them.
