Clay Higgins is a U.S. Congressman representing Louisiana’s 3rd District. An Army veteran and law enforcement officer, he still holds an active commission and Louisiana State POST Certification.
Born and raised in Louisiana, Higgins completed his high school education at Covington High School before attending Louisiana State University in Baton Rouge. After his time at LSU, he served as a military police officer in both the United States Army and the Louisiana Army National Guard.
Following several successful years in the business sector, Higgins returned to law enforcement in 2004 as a street officer. He worked in various capacities, including serving as a deputy sheriff in St. Landry Parish.
Before his election to Congress in 2017, Higgins worked as Deputy Marshal in Lafayette. Elected as a Republican, he has been serving since the One Hundred Fifteenth Congress and continues in his role through subsequent terms.
Known for his strong conservative stance, Congressman Higgins is a key member of the House Freedom Caucus. He plays a significant role on the House Oversight and Government Reform Committee as a senior member and leads the Federal Law Enforcement Subcommittee, focusing on high-level government corruption investigations. Additionally, he contributes to the House Armed Services Committee, participating in the Subcommittees on Seapower and Projection Forces, as well as Readiness.
Congressman Higgins is honored to serve the people of South Louisiana. He was one of the managers appointed by the House of Representatives in 2024 to conduct the impeachment proceedings of Alejandro N. Mayorkas, United States Secretary of Homeland Security.

Clay Higgins is married to Becca Higgins. He resides in Lafayette with his wife, Becca. In May 2023, Becca was admitted into the Louisiana Hospital ICU due to a “serious neurological episode”, according to a Facebook post by Congressman Higgins.
Congressman Higgins wrote: “Yesterday afternoon [26 May 25, 2023], my wife Becca experienced a serious neurological episode. Thank God that Mama was with her, I was on my way home from DC. She’s receiving excellent care and further evaluation at a Louisiana hospital ICU. I am here with her every minute. Please keep Becca and my family in your prayers.”
He later provided an update, writing, “Becca has been released from ICU. Recovery has begun. Neurological medical issues are very complex, impossible to explain in a paragraph, just please know that we are forever grateful for the loving prayers we’ve felt from all of you,” Higgins said. “I am humbled by the healing grace of our Lord and Savior Jesus Christ. His will be done.”

His first child, daughter, Daniela, was born premature on May 1, 1990 and died on November 10, 1990, after just six months and 10 days. “Daniela has always remained alive in my heart,” Higgin wrote in a Facebook post. Clay Higgins served in the United States Army and the Louisiana National Guard as a Military Police Officer, attaining the rank of E-6, Staff Sergeant. He returned to uniform service as a street cop in 2004. He worked patrol, primarily night shift, and he was a well-known SWAT operator.
Prior to joining Congress in 2017, Higgins is best known for his Crimestopper videos for the St. Landry Parish Sheriff’s Office. The program was one of the most successful in the history of law enforcement. Most of the featured crimes were solved and what was most significant was that many of the suspects responded to “Uncle Clay’s” message of redemption and turned themselves in.

In 2016, his ex-Wife, Rosemary “Stormy” Rothkamm Hambrice, filed a lawsuit seeking almost $100,000 in back child support, according to Nola News. The lawsuit claimed that Higgins stopped paying court ordered child support in March 2005 and owed $140,826, about a third of which is interest on the neglected back payments. The lawsuit was filed electronically the day after the election with the 27th Judicial District Court in Opelousas.
Higgins and Rosemary “Stormy” Rothkamm Hambrice were divorced in 1999 and an Orange County, Texas judge ordered Higgins to pay $1,289 per month. Rothkamm, a paralegal, worked as an executive assistant in Jindal’s office, where she made about $65,000 annually, according to state records.
“I was a young mother with three small children making approximately 30-35K per year. It wasn’t until almost 13 years later before I ever had a salary close to 65k per year,” Rothkamm said. “He was making a 6 figure income throughout our marriage and for several years after we divorced.”
