Jonathan Ross, an agent with Immigration and Customs Enforcement (ICE), has been identified as the officer involved in the fatal shooting of Renee Nicole Good in Minneapolis on January 7, as reported by the Minnesota Star Tribune. Ross was part of a federal task force conducting a targeted operation in south Minneapolis when the incident occurred.
Tricia McLaughlin, assistant secretary of the Department of Homeland Security, defended Ross’s actions, stating in an email to the Star Tribune that “he acted according to his training.” She highlighted that Ross was chosen for ICE’s Special Response Team due to his expertise as a marksman and his lifelong service to his country.
Ross, a resident of Minnesota, has dedicated 10 years to the special response team within ICE’s enforcement and removal operations.
Earlier Incident
Previously, on June 17, 2025, Ross was involved in the attempted arrest of Roberto Carlos Munoz-Guatemala, a Mexican national, in Bloomington, Minnesota. Munoz-Guatemala, who had a prior conviction for fourth-degree criminal sexual conduct, was under an immigration detainer. When he failed to comply with agents’ instructions, such as rolling down his car window, Ross took action by breaking the rear window and reaching inside to unlock the door.
According to the charges, Munoz-Guatemala then put the vehicle in drive, accelerating onto the curb. As Ross was being dragged alongside the car, he discharged his Taser twice, while Munoz-Guatemala maneuvered erratically in an alleged attempt to dislodge Ross. The chaotic scene continued for approximately 300 feet until the vehicle re-entered the street, causing Ross to be thrown from the car.
The agent required 20 stitches for a deep cut in his right arm and another 13 stitches in his left hand, according to court documents. A jury convicted Munoz-Guatemala of assaulting a federal officer in December, according to court records.
