Coast Guard Officer Shot Dead While Riding E-Scooter in Attack, Police Say

A U.S. Coast Guard lieutenant was fatally shot while riding electric scooters with friends in Washington state, according to authorities.

Isaiah Bolar, 18, has been charged with second-degree murder in the death of 29-year-old Connor Overstreet, MyNorthwest reported. King County court records reviewed by Law&Crime also list a charge of attempting to elude a police vehicle.

The shooting occurred around 1 a.m. on Aug. 23 near South 124th Street and South Langston Road in Bryn Mawr-Skyway, an unincorporated community south of Seattle. Overstreet was riding Lime scooters with two friends at the time.

A Toyota Prius traveled past the group, and people inside the vehicle reportedly exchanged words with the riders.

Authorities say Bolar was among those inside the Prius.

Although the Prius initially continued down the road, it apparently stopped. When Overstreet walked toward the passenger side, someone shot him in the chest. The vehicle then fled the area.

Police have said Bolar either fired the fatal shot or encouraged or assisted another person in carrying out the shooting.

Emergency responders arrived at the scene, but Overstreet was pronounced dead there.

Two days later, on Aug. 25, officers in Kent—roughly 10 miles south of Skyway—spotted a Prius. Authorities said a passenger stepped out, removed a backpack and threw it into a trash can.

Police subsequently arrested Bolar and questioned the passenger. Investigators said the passenger told them Bolar had given him the backpack and instructed him, “Take this.” Inside, officers allegedly found the Ruger .357 connected to the shooting.

Investigators also determined that Bolar’s cellphone was near the scene when the shooting occurred before tracing a route consistent with the Prius’s movements afterward.

Bolar is scheduled to appear in court next week.
