In a tragic development months after the drowning of a Wisconsin teenager with autism, authorities have announced that a second teenager will face adult charges in this heart-wrenching case.
Thirteen-year-old Jakob Bowerman lost his life on August 23, following an incident where he was allegedly thrown into the water from Government Pier in Marinette, Wisconsin. Prosecutors in Marinette County have stated that both a 16-year-old boy and a 21-year-old man were involved in the act of grabbing Bowerman by his feet and hands before swinging him into the water. Tylor Birch, aged 21, was swiftly arrested and charged with reckless homicide shortly after Bowerman’s passing. According to a criminal complaint acquired by WLUK, a local Fox affiliate, both Birch and Carnot initially informed police that on August 20, they and Bowerman had jumped from the pier into the water together. Upon realizing Bowerman could not swim, they attempted to assist him in returning to shore. Carnot reportedly exited the water to call 911, and stated that Bowerman revealed his inability to swim while they were airborne, leaping from the break wall.
However, as the investigation unfolded, discrepancies emerged in their narrative. The complaint reveals that Carnot later admitted to law enforcement that he and Birch had indeed forcefully thrown Bowerman into the water, despite his protests against entering.

The complaint further details that after the pair threw Bowerman into the water and heard him declare his inability to swim, they both jumped in to try and rescue him but were ultimately unsuccessful. Prosecutors noted that the weather conditions on August 20 had made the water particularly turbulent, rendering it unsuitable for swimming.
Bowerman was pulled from the water and taken to a hospital, where he died days later. An autopsy determined his cause of death to be drowning.
In an interview with local ABC affiliate WBAY, Bowerman’s mother, Taylor Singer, said that her son had just met Carnot and did not know Birch at all.
Birch and Carnot were both arrested shortly after the alleged incident. Birch was charged with second-degree reckless homicide and remains in custody at the Marinette County Jail. He is scheduled to appear in court for a competency hearing on Dec. 18.
Carnot was also charged with second-degree reckless homicide and is in custody at Washington County Juvenile Detention. His bond was set at $100,000. He is scheduled to appear in court on Dec. 17 for his arraignment.
