Tragic Journey: Girl Held Captive for 4 Years after Interstate Kidnap Promise

Inset: Owen Anderson (Western Virginia Regional Jail). Background: The Milwaukee County Courthouse in Milwaukee, Wis. (Google Maps).

In a case that has sent shockwaves through communities in two states, a man from Virginia now stands accused in Wisconsin for allegedly abducting a teenage girl and holding her captive for an extended period of four years.

Authorities apprehended 37-year-old Owen Anderson in Montgomery County, Virginia, following a dramatic 911 call from a teenage girl on May 26, during what has been described as a “domestic dispute.” In a harrowing claim, the teen told police that Anderson had kept her essentially imprisoned at his residence for the past four years. A criminal complaint viewed by Law&Crime reveals that this girl had been declared missing on June 23, 2022, after leaving her Milwaukee, Wisconsin home at age 15 and failing to return.

The investigation disclosed that she had first met Anderson online when she was just 12 years old, marking the beginning of a distressing chain of events.

Despite assurances that harm would not come to her, the girl recounted an ordeal of physical and sexual abuse at Anderson’s hands. The complaint details her testimony of repeated assaults, including beatings with a whip, following Anderson’s assertion that all instances of violence were her fault. This pattern of abuse, according to allegations, persisted for a full four years.

When Anderson was questioned, he denied the sexual assault in the rental car, telling police that “he was sleeping and did not know what he was doing.”

Anderson was charged with kidnapping, child enticement, and child abduction. He is still in custody in Virginia, where he is being held without bail. He is expected to be extradited to Milwaukee. A court date was not immediately set.
