A Florida man has been charged with two counts of murder after a man and a woman were found shot to death late last week in Tampa.

Louis Jules, 59, had fled the scene by the time officers arrived and found the 37-year-old man and 40-year-old woman dead at the scene at about 11 a.m., WFLA reported.

Jules was located before 6 p.m. and arrested.

According to police, they found a cell phone next the woman that captured the final moments of her life, Law&Crime reported.

An affidavit said the video showed a man later identified as Jules standing outside a truck’s rear passenger seat before he reached inside the vehicle and began rummaging. A male voice, presumable the male victim, is then heard telling him, “Hey, you can’t go in my car.” The woman also speaking, saying, “You can’t search [his] vehicle.”

Jules then tosses the liquid contents of a cup he was carrying at the man and draws a semi-automatic firearm from his right side.

“The video then shows the defendant point the firearm in the direction where the male victim was found and racks the slide back,” the affidavit said.

Gunshots ring out, and the woman screams, as the video she is recording becomes “very shaky” as she tries to reach safety. More gunshots ring out, then Jules closes the vehicle door and leaves the scene.

Jules was identified as the man in the video by two of his neighbors and his landlord. Police found him at another address with a red pickup truck registered to him. He “discarded a black semi-automatic pistol” into the bed of the truck as officers approached.

During a post-Miranda interview, Jules admitted knowing the two victims and claimed they owned him money for a vehicle he sold to them. He said he’d argued with them the previous night, and when they came over the next morning, he thought they were going to take him to an ATM to get the money they owed him.

But, he said, when he realized they were not taking him to an ATM, he said he “was very angry.” Police showed him the video, and he identified himself in it.

Jules was charged with two counts of first degree murder and one count of tampering with evidence. He’s being held without bond with a court appearance set for Thursday.
