Elizabethton woman allegedly struck victims with vehicle, killing 1

ELIZABETHTON, Tenn. (WJHL) — An Elizabethton woman has been charged with vehicular homicide after an alleged Valentine’s Day altercation that resulted in two other women being hit by a vehicle, with one woman dying from her injuries.

Kristie Oliver-Bishop, 50, faces numerous other charges related to the incident, which occurred around 5 p.m. Feb. 14. An arrest affidavit states that video investigators reviewed showed two women standing at the open driver’s side door of a red PT Cruiser, after which “the driver began to accelerate backwards causing both females to be drug by the vehicle before coming to a stop against (a) fence.”

The video allegedly showed the driver begin to drive forward, stop and try to close the vehicle door, then drive from the scene.

According to the Elizabethton Police Department (EPD), officers were called to the 300 block of Race St. in regards to two women who had been struck by a vehicle that fled the scene.

When officers arrived, they found two women, one of whom was unresponsive and the other who was “suffering from a visible head injury,” an EPD news release states. Both women were transported to hospitals by the Carter County Rescue Squad. The unresponsive woman was pronounced dead at Sycamore Shoals Hospital in Elizabethton, according to an arrest affidavit.

The deceased was identified as Teresa Emmons, 57, of Elizabethton. The affidavit said the other victim was taken to Johnson City Medical Center with critical injuries.

The vehicle that had left the scene was found and stopped shortly after officers arrived. The driver was identified by the EPD as Bishop, 50. The EPD reports Bishop had an active arrest warrant from Washington County, Tenn. and was driving on a revoked license.

Two clear bags containing what appeared to be meth were visible during the traffic stop, which occurred just a few blocks from the scene of the original incident. According to the EPD, a further search of the vehicle also found the following:

  • An additional bag of what is believed to be methamphetamine
  • A baggy of leafy material believed to be marijuana
  • 4 glass smoking pipes
  • A label-less prescription bottle containing three types of narcotics

According to the EPD, a preliminary investigation found that an altercation involving the three women resulted in the two victims being struck by Bishop’s vehicle in the driveway.

Bishop was arrested and taken to the Carter County Jail. She was charged with the following:

  • Vehicular homicide
  • Aggravated assault
  • Leaving the scene with injury or death
  • Duty to give information and render aid
  • Driving on a revoked license (second offense)
  • Possession of methamphetamine
  • Schedule XI drug violations
  • Possession of drug paraphernalia
  • Simple possession/casual exchange

As of Friday, Bishop remains in the Carter County Jail on a $200,000 bond. The affidavit listed a court date of March 3 for Oliver. The Carter County Jail has her listed in its system as Kristie Dawn Oliver.
