In a troubling series of events, Central Florida finds itself grappling with two separate incidents involving adults accused of aggressive confrontations with teenagers riding e-bikes. These unsettling occurrences unfolded in the communities of Ocoee and Oviedo, raising concerns among local residents.

In Ocoee, authorities have arrested a couple following a dispute with two teenagers on e-bikes that erupted on Saturday evening near Douglas Edward Drive. According to police reports, Todd and Angelique Norwood encountered the teenagers while driving and shouted at them to reduce their speed. The situation escalated when Todd Norwood, after initially exiting his vehicle, re-entered it and allegedly drove toward one of the teenagers, striking the young rider on the e-bike. This alarming act was captured on video, further complicating the narrative of the day’s events.

Angelique Norwood, 46 (Orange County Jail)

Graig and Debbie Smith, residents living in the vicinity, expressed their disbelief upon learning about the incident occurring so close to their home. “That’s crazy,” remarked Graig Smith, encapsulating the shock felt by the community.

Graig and Debbie Smith, who live nearby, said they were shocked to learn what happened so close to home.

“That’s crazy,” Graig Smith said.

Police said the teen was not seriously hurt.

Residents said e-bikes have become increasingly common in the area, especially among students. “We always watch out for the kids when we’re driving through,” Debbie Smith said. “There are a lot of e-bikes, and that’s okay, there are a lot of kids in the community.”

In a separate incident, Oviedo police said a University of Central Florida professor was arrested last week after an altercation with a teen near Jackson Heights Middle School.

Shuo Sean Pang (Oviedo Police Department)

Investigators said 41-year-old Shuo Pang confronted a child he believed was riding an e-bike too fast on a sidewalk near the Oviedo Aquatic Center. According to the report, Pang followed the teen, grabbed his arm, and “smacked the helmet off his head.”

UCF officials confirmed Pang was placed on paid administrative leave pending the outcome of the investigation. The school district said he has been trespassed from Jackson Heights Middle School.

Neighbors in Ocoee told News 6 they’re grateful the teen involved in the weekend incident wasn’t seriously injured and hope to never see something like it again.
