TALLAHASSEE, Fla. – A new legislative proposal aims to standardize the materials used in drinking straws and stirrers across Florida. Introduced by Senator Jennifer Bradley, a Republican from Fleming Island, the bill (SB 958) seeks to address the environmental and health concerns associated with current straw options. The legislation is designed to mitigate the negative effects of paper drinking straws while offering businesses and residents eco-friendly alternatives to single-use plastics.
The proposal emphasizes the necessity for a consistent regulatory framework across the state, rather than requiring businesses to navigate a confusing array of local rules. This uniform approach is intended to simplify compliance and enhance the effectiveness of environmental policies.
If passed, the bill would mandate that local governments choose straw regulations favoring materials that are renewable, certified for home and industrial compostability, and marine biodegradable. The legislation is set to be considered during the legislative session commencing on January 13.
The bill highlights the concerns surrounding paper straws, which are often marketed as a safer choice for public health and the environment. However, evidence from independent university research suggests otherwise. These studies indicate that many paper straws contain harmful PFAS chemicals, known for their adverse health effects.
In support of this legislation, a notable 2023 study from the University of Antwerp revealed the presence of PFAS, often referred to as “forever chemicals,” in a significant number of straws. This underscores the urgent need for more sustainable and health-conscious alternatives in everyday items.
Many companies have replaced plastic straws with paper or plant-based straws due to environmental concerns. A number of Florida cities, including Orlando, West Palm Beach, Miami Beach and Fort Lauderdale, over the past decade have banned single-use plastic straws by businesses or at city-owned venues, parks, and events.
In February, President Donald Trump issued an executive order calling for a policy aimed at phasing out paper straws to “alleviate the forced use of paper straws nationwide.”
