Former Sheriff to Testify in Lawsuit Alleging Sexual Exploitation of Inmates by Letcher County Officials

In London, Kentucky, the legal drama continues as a former sheriff, accused of a 2024 shooting involving a Letcher County judge, is slated to provide testimony in a federal lawsuit. This lawsuit alleges that ex-deputy Ben Fields, among others, was complicit in the sexual exploitation of inmates.

According to court filings, Sabrina Adkins and another plaintiff initiated the lawsuit in 2022, accusing former deputy Ben Fields of leveraging his position within law enforcement to coerce her and other women into sexual acts in return for preferential treatment.

Shawn “Mickey” Stines, who was then serving as Letcher County sheriff, terminated Fields’s employment just two days post-lawsuit filing, as previously reported. Fields subsequently admitted guilt to multiple sexual offenses.

Documents reveal that Stines, now an inmate at Leslie County Detention Center, is listed as a witness expected to testify in the ongoing case. Stines resigned from his sheriff duties weeks after the alleged shooting of Judge Kevin Mullins in his courthouse office on September 19, 2024.

According to the witness list, Stines is expected to testify in court that “his office violated policies concerning sexual harassment, ethics, and secondary employment.”

“He is further expected to testify about his knowledge of sexual activities with female inmates, about who was involved in such activities, and about his conversations concerning the same with Daniel Dotson and Kevin Mullins, among others,” court records show.

NewsNation reported that just a week after Stines pleaded not guilty in Mullins’ death, audio recordings purportedly tied the late judge to the alleged sex scandal connected with the sheriff’s office.

“He does have some videotapes of some stuff in the judge’s chambers. Just with girls, sexual and stuff,” Adkins had said.

According to the Eastern District Court of Kentucky, a final hearing in the lawsuit is set for 1:30 p.m. on Feb. 24, 2026, with a trial set for 8:30 a.m. on March 3.

On Dec. 18, Stines appeared in court for a status hearing as a defendant in the death of Judge Mullins, which was cut short amid “an issue” that had come up, according to Special Judge Chris Cohron. The next court date in that case has not yet been set.

In addition to his criminal indictment, Stines is also being sued by Mullins’ widow and the mother of his children. That case is set to be heard at 9 a.m. on Jan. 7.
