THP: 19-year-old Tusculum student dead after crash on Old Tusculum Rd.

JOHNSON CITY, Tenn. (WJHL) — According to the Tennessee Highway Patrol (THP), a pursuit involving a stolen car culminated in a crash that left two people facing charges and some individuals injured.

The incident unfolded around 2:20 p.m. on Saturday when THP officers identified a Ford Fusion reported stolen from North Carolina, which had been flagged in a BOLO alert earlier that day. The vehicle was spotted traveling along University Parkway in Johnson City, prompting officers to initiate a traffic stop.

Instead of pulling over, the driver sped off, leading officers on a high-speed chase through various parts of Johnson City, including State of Franklin Road, Marketplace Boulevard, West Walnut Street, and back to University Parkway. During the pursuit, the suspect drove recklessly, disregarding several traffic signals and stop signs.

On West Walnut Street, the fleeing vehicle attempted an illegal pass, resulting in a collision with a Honda Civic. According to a preliminary report from the THP, the crash occurred as the Ford Fusion tried to enter a private driveway.

Fortunately, the 44-year-old driver of the Honda Civic emerged from the incident unharmed.

The THP said after the crash, both occupants in the Ford Fusion fled on foot without rendering aid or reporting the crash. They were later apprehended.

The driver of the Ford Fusion, Devan Billings, 23, was charged with the following:

  • Theft by Taking (Vehicle)
  • Evading Arrest
  • Simple Possession (Schedule II and III)
  • Reckless Driving
  • Reckless Endangerment
  • Leaving the Scene of an Accident
  • Active Probation Violation Warrants

The passenger of the Ford Fusion, Dakota Tucker, 24, was charged with Evading Arrest and Leaving the Scene of an Accident. Tucker was reportedly injured in the crash.
