KINGSPORT, Tenn. (WJHL) — The Kingsport Police Department (KPD) said officers arrested a man on Wednesday after he allegedly exposed himself to women and children at a shopping plaza on East Stone Drive.

A news release from the KPD said Clark Ratliff, 56, of Kingsport, was charged with two counts of indecent exposure and transported to the Kingsport City Jail following an investigation.

According to the release, officers responded to a Dollar Tree on East Stone Drive amid a report of indecent exposure. “Arriving officers learned that a male had exposed his genitals to a woman and her child while they were shopping at the Dollar Tree store and then left in a black pickup truck headed toward Target,” the release states.

Upon locating and speaking to Ratliff, officers learned a different woman and child had also been victimized by him while they were shopping at Target, according to the release.

The KPD said officers corroborated witness statements and an arrest warrant was obtained for Ratliff, who was then transported to jail. No bond amount was specified by the KPD.
